Dr. Toby Palm is a 2002 graduate of Pacific University College of Optometry, in Forest Grove, Oregon. Following graduation, Dr. Palm worked at the Phoenix Indian Medical Center in Phoenix, Arizona, and surrounding rural Native American health clinics.
